The Government of Jordan through the Ministry of Energy and Mineral Resources (MEMR) has adopted the request for Expression of Interest approach to develop renewable energy projects for electricity generation by the private sector, where applicants were requested to submit Direct Proposals including credentials and capability statements within a specific timeframe. The consortium of ECO Consult and Fichtner was hired by the Ministry to provide technical, financial and legal advisory services to assist the Government in evaluating and negotiating the received applications.

Technical Assistance to the Executive Privatization Commission Supporting the Public Private Partnership Programme, Jordan

ECO Consult was subcontracted by Sofreco to provide technical assistance to the Executive Privatization Commission (EPC) and the EU funded Public Private Partnership (PPP) Programme in Jordan. The technical assistance focused on reinforcing EPC staff and relevant stakeholders’ capacity in PPPs. ECO Consult was responsible for finalizing a training plan on PPPs and a Program Estimate to approve EU funds for training implementation.

The Ministry of Water and Irrigation IT Master Plan Implementation Phase (ITMP-IP) was a three years USAID funded program that consolidated the respective IT departments of the Ministry of Water and Irrigation (MWI), the Jordan Valley Authority (JVA), and the Water Authority of Jordan (WAJ) into a single shared service provider for water stakeholders across the Kingdom. ECO Consult was the local partner on the project working with ARD Inc.

Under the United States Agency for International Development (USAID) funded Jordan Economic Development Program (SABEQ), ECO Consult was commissioned by Deloitte Consulting to lead the efforts towards the design and implementation of a permitting system to regulate the set-up and operation of economic activities within Development Zones in Jordan, and the development of a cross-agency competitive One Stop Shop that embodies all transactions required of investors.

ECO Consult was commissioned by the Local Governance Development Program, a two years Millennium Challenge Corporation funded project that was administered by the United States Agency for International Development (USAID), to conduct feasibility studies for eight potential municipal Public Private Partnership projects in eight municipalities.  The tasks included conducting market and feasibility studies to test the viability of the proposed projects and delineate strengths and weaknesses.

Municipal Joint Service Councils Assessment for the Regional and Municipal Development Project, Jordan

The objective of this World Bank funded study was to diagnose the municipal Joint Service Councils’ viability, and hence the ability to capitalize on the establishment of such councils to facilitate, utilize and optimize the roles of municipalities to provide services. ERM and ECO Consult consortium was selected by the Ministry of Planning and International Cooperation to complete a holistic examination of the financial, institutional, legal and regulatory frameworks which regulate the work of these councils.

Restructuring of the Civil Aviation Industry, Jordan

Working with Lufthansa Consulting, ECO Consult was commissioned to conduct an institutional and regulatory review and assessment of all current Civil Aviation sector policies and regulations, as well as identify future opportunities and threats to the sector including the airport and airline transport sector, focusing in particular on the aviation Law. The project included review and analysis of former studies undertaken by the Government and the Civil Aviation Authority (CAA) and the various restructuring initiatives including the assessment of international agreements.

Municipal Capacity Assessment for Regional and Municipal Development Project, Jordan

The main objective of this World Bank funded project was to assess the capacity of municipalities to deliver sustainable and affordable services in an efficient, effective and equitable way. ECO Consult partnered with RTI and provided advisory services that examined the financial, institutional, legal and regulatory frameworks which regulate the municipal sector, assign responsibilities and influence the capacity of municipalities to deliver services.

Market Analysis for Shoaiba II Integrated Water and Power Plant, Saudi Arabia

ECO Consult was contracted by Charles River Associates to provide a demand analysis and tariff study for the water sector in Saudi Arabia. This assignment was part of a feasibility study for the establishment of a private sector funded integrated water and power plant (IWPP).  The assignment involved collection of data on water supply and demand, both for the Kingdom and the province under investigation.

Private Sector Participation for Jordan Valley Authority Irrigation System Management Options and Feasibility Study, Jordan

ECO Consult partnered with PA Government Services under this two years USAID funded program to develop a Management Contract for the distribution of irrigation water in the Jordan Valley, and acted as transaction advisor to Jordan Valley Authority on the matter.

ECO Consult specifically worked on the analysis of water quantity and quality systems engineering, financial analysis, prepared an asset register, conducted a human resources retrenchment study and facilitated numerous workgroups.

Water Authority of Jordan Cost Recovery Program Phase II, Jordan

The objective of this United States Agency for International Development (USAID) funded project was to develop a five-year strategic plan for the Jordan Valley Authority (JVA) that would define priority areas for its future work, and introduce much-needed efficiency into its operations. The project was implemented in two phases over four years; the first phase was concerned with assessing the current situation, and consulting with all stakeholders; while the second phase was concerned with developing the strategy document and first year operational plan.
