Feasibility Study and Work Plan for Establishment of the Highland Water Forum Financing Structure
The Feasibility Study and Work Plan for Establishment of the Highland Water Forum Financing Structure (HWFS) project was funded by the French Development Agency (AFD) in close cooperation with the Ministry of Water and Irrigation (MWI) and the Highland Water Forum (HWF) initiative.
The study aimed at proposing an institutional set up and work plan of an administrative and Financing Structure (FS) in order to support the implementation of the Highland Water Forum (HWF) Action Plan. The Feasibility Study adopted a participatory and consultative approach with key stakeholders though key informant interviews and undertaking focus group discussions in order to analyze the technical, legal and administrative conditions surrounding the implementation of a FS for financing the HWF activities identified in the HWF Action Plans, and propose an institutional setup and work plan of the structure to support the implementation of the Action Plans.
ECO Consult conducted number of activities under this project including desk review of secondary literature, market and diagnostic study, outlining of the background and scope of the FS, identifying and offering scenarios for the proposed administrative and financial systems, conducting consultations with MWI and relevant stakeholders to finalize the FS and developing an outline of the Terms of Reference of the FS.
