The objective of this World Bank-funded study was to diagnose the municipal Joint Service Councils’ viability, and hence the ability to capitalize on the establishment of such councils to facilitate, utilize and optimize the roles of municipalities to provide services.
The ERM and ECO Consult consortium was selected by the Ministry of Planning and International Cooperation to complete a holistic examination of the financial, institutional, legal and regulatory frameworks which regulate the work of these councils. ECO Consult was responsible for local team management, project management and organizing focus groups with different segments of the local community, municipalities, and collective service councils. ECO Consult also had a key role in reporting and producing required project deliverables.
