Project Description:

As Samra Wastewater Treatment Plant receives more than 70% of the wastewater that is generated in Jordan. The As Samra Plant is managed under a PPP arrangement with funding from USAID and Jordan Banks Lenders.  The plant has been operational since 2007 and requires expansion to meet the growing wastewater demands in Amman Zarqa Basin. 

The Consortium of Fichtner and ECO Consult was appointed by the Millennium Challenge Account (MCA)-Jordan as the Authority Engineer (AE) for three years for As Samra Wastewater Treatment Plant Expansion BOT Project. As the Authority Engineer, the Consortium is supporting the Ministry of Water and Irrigation and MCA-Jordan throughout the project.

Provided Services:

ECO Consult provided the following key services for the project:

  • Provision of the local technical team including civil, electrical, mechanical, wastewater, and environmental engineers as well as health and safety and social/gender experts working with the team throughout the project implementation period.
  • Review of the engineering design documents and plans WWTP layout, specifications, program, and integrity. The purpose of the review activities is to check that the Contractor's design meets the contractual requirements.
  • Participation in acceptance tests and checking quality requirements are fulfilled.
  • Site supervision during the construction period. The supervision includes civil works, electrical works, mechanical works, and installation/testing of the WWTP equipment. The purpose of the supervision is to monitor that the construction is in accordance with the design and to monitor the progress of the Contractor's work.
  • Reviewing Sludge Management Plan and providing technical input and advice on the most suitable options for sludge management.
  • Undertaking Health, Safety, Environment, Social, Gender, and Trafficking-in-Persons assessment, supervision, and ensure proper implementation onsite. This included a review of project plans and documents and ensuring compliance with Good International Practice and MCC requirements.
