Client: First phase subcontracted by DAI and second by PA Consult

The objective of this USAID-funded project was to develop a five-year strategic plan for the Jordan Valley Authority that would define priority areas for its future work, and introduce much-needed efficiency into its operations.

The project was implemented in two phases over four years; the first phase assessed the current situation, and consulted with all stakeholders; while the second phase was consisted of developing the strategy document and first year operational plan.

ECO Consult implemented Phase 1 in partnership with DAI, and Phase 2 in partnership with PA Consulting. We conducted many of the assessment studies and drafting the strategic plan document through adopting a participatory approach to ensure buy-in form JVA staff.

As part of the five-year Strategic Plan, ECO Consult conducted several studies including: Stakeholder Assessment, SWOT Analysis, Legal Study, Institutional Study, Private Sector Participation Study, Financial Analysis Study and Human Resources & Retrenchment Study.
